Do superstars who get little TV time get fobbed off with a lot of Network / Live Event appearances

so upon watching the whole season of Swerved, attending some live events and reading reviews of live events in the U.S. I cannot help but feel as though some of the lower superstars currently (Ryder, Slater, Fandango) resort to lots of love appearances lots of autograph signings and lots of dedication to non-wrestling shows such as Swerved.

I have to say, I feel sorry for themselves. Sure it must be fun at times but they want to wrestle for fans around the world surely that is why they are there lol. Not to watch Paige eat Chocolate spread from a nappy (diaper)...

Vince's fault or their own choice?

Maybe they choose to do it or WWE tells them to, Zack mostly makes live event appearances don't know about Heath though.
