You know, I'm torn on this. Like you, I blast the horn for WWE pushing new top guys. They've done exactly that here: of the eight people in the four 'world' title matches, only Seth Rollins and Alexa Bliss were truly on or near this level a year ago. Yet, with all those new faces on top, this show feels empty, hollow, and 'less than'. I guess they just picked the wrong new-ish guys?

It's no shock that the ppv after a Saudi show is doing poorly. Putting on matches that we've seen before doesn't scream must-see.

Correct. They've backed the wrong horse, as they always do. Pushing new guys doesn't help when they're ones that nobody likes.

That's what happens if you overexpose the same half dozen wrestlers on two different shows every week, give away special matches like free candy, fail to develop under-/midcarders, completely skip any sort of buildup to any given main event match and in general just wallow in complacency.

I mean it doesn't help that of the matches announced only Alexa vs Bayley isn't a rematch from a PPV in the last 2 months and Alexa vs Bayley was one of the worst feuds of 2017.
