No they weren't. The WWF ran promos for the "New Generation" era.

The "Attitude" thing was first mentioned in late 1996 early 1997 by Shawn Michaels on RAW - Sid had beat Shawn at SSeries in slightly dodgy circumstances and then there was a lot of outside interference and stuff on Monday Night RAW as well as Sid powerbombing Jose Lothario's son. WWF in 1997 started running promos for WWF Attitude - them "I know what you're thinking, I'm not a real athlete...." ones.

Maybe the internet wrestling fans called 2002-2008 ruthless agression...
