It all depends on what you're basing it on and many are subjective.
Kayfabe - Punk
Status within company - Punk
Bigger name outside of wrestling - Jericho
Accomplishments - Jericho
Mic work - Jericho (much more consistent)
Memorable feuds - Jericho
In ring work - Jericho
Face overness - even
Heel overness - Jericho
Entertainment value - Jericho
That's how I'd personally rank them. There's really no right or wrong. Someone is definitely correct in saying that Punk right now is higher than Jericho has ever been since he's been WWE champ for 14 months and counting though one could counter that Jericho being the first Undisputed champ by beating Rock and Austin on the same night is a bigger accomplishment. Punk is unquestionably the #2 guy right now behind Cena and you could say that Jericho was never better than a #4 guy (behind Austin, Rock, and HHH). However Jericho's star still shun brightly in a much bigger and deeper roster when wrestling was at its hottest.
Jericho gets the edge for me when you talk about the overall package, someone you could drop down to put a midcard feud/title/wrestler over and then back up to main event level the next week, someone that excels both as a face or as a heel, someone that oozes charisma and puts on entertaining feuds,etc. You could argue that Punk has all of that but I don't think he has to the extent that Jericho has. The current feeling is that you could build a company around Punk while you don't around Jericho but who's to say that if they switched places that Jericho wouldn't be bigger now than Punk currently is?
It's all a matter of what you choose to argue. In the end, I just want to be entertained and these two are both great at it. Carry on with your arguing.
