Being over and being relevant is not the same thing. Right now, he's not important enough where the show is centered around him. Jesus, he has spent the past few months losing to Punk and getting his ass beat by Shield. And there are plenty of people who would agree with me.
When the crowd chants your name because your RIVALS are in the ring, that doesn't just make you over, it makes you relevant. The fact the heels are so good that the crowd wants their HERO to come out and literally save Randy Orton/Mick Foley (I think the chants happened during an Orton attack) makes you officially relevant. I think what you mean to say is that YOU don't buy into him, not that he's not relevant. Clearly fans are eating up the story being fed to them (no pun intended). Yeah, he's been getting screwjob losses to the top heel in title matches, how horrible and irrelevant.

And you know what Ryback needs to drop? He needs to drop this whole 'popularity' thing. Once he stops being popular, the marks will fall in love with him because it'll be something they can be smartasses about. His matches are entertaining, the fans buy into his character and cheer for him, and he's improving on the microphone (and mic skills always take time). That's all you can ask of a guy.
