One of them, either Cena or Orton will turn come Mania, and it will be epic. Part of me desperately wants it to be Cena because it will be the biggest shift in WWE in the longest while, and another part of wants it to be Orton because Orton is badass to the bone and it can be a good feud for a face Sheamus.

Orton is on 2 strikes, if he violates the wellness policy again then he is fired. With that in mind WWE don't want to take the chance with Randy Orton. They don't want to risk building months worth of main event storylines around somebody who could be fired tomorrow.
This is why they continue to make him look strong but wont put him in PPV title matches any more because they can't trust him and if you ask me it's appropriate punishment for already failing twice. In real sports you're out for like 2 years after 1 violation.
