Rock is not better than Austin at all. Austin had far more substance on the mic and in the ring.
Hogan is terrible. I don't care if he's "the most well known wrestler of all time", he's a horrendously bad in ring performer, to the point that it's beyond embarassing. He's worse than Warrior, that's saying something. And even though he can talk reasonably well, his promos have never been enthralling, particularly as a babyface where he just spewed a bunch of corny bullshit about taking your vitamins, the Hulkamaniacs and the size of his arms. That's without even getting into the fact that he's the worst (or rather, best) politician in the history of the business and has caused more damage than just about anyone else.
A guy like Hogan would never get over today. If he was just coming along now, his career would be dead. That's because today, it takes at least some talent to make it. Austin and Rock did that just fine, that's why they'll always be better than him. Hogan was just a case of good marketing, as was the case with most guys back then. Flair and Savage were glaring exceptions and had tons of talent, and there were a few others but not many. Hogan was lucky he broke in in the cartoon era.
