He needs to be kept in a holding pattern of some kind; not a negative one but a positive one. The guy is constantly yanked up and down, it seems like they literally can't make up their minds up with him at all. It was one thing ot abruptly throw him all the way from low-end of the midcard joke on Raw to world champion on Smackdown in what felt like three minutes, but to then tear him back down a few months later after mismanaging his championship reign, then throwing him back into a feud with MVP that was stale a year earlier, and nearly everything they've done with him since then, has been atrocious. Have him take the Intercontinental Championship from Kofi in the near future and hold it for half a year. This might be overstating the simplicity of midcard championship reigns, but the booking cycle should be a fairly easy one to grasp, even for WWE: champion looks decent and is given regular airtime, champion defends his championship, champion is placed as gatekeeper for opposing midcarders and undercarders, etceteras. Book him with a sense of consistency for once. See how he performs in that role before you throw him back up to the top of the card.
Swagger needs to spend some time in the midcard wilderness to allow the audience to understand just exactly what he is again. WWE's just fumbled the ball horribly with him to the point that he's almost a non-entity for being so recklessly plugged in throughout the entire card in such a short timeframe.
