Not really. It used to be that if you feuded with a main eventer and went over in the feud then you could be elevated and become a big main event star. Like The Rock, Triple H and Randy Orton with Mick Foley or Stone Cold with Shawn Michaels. But in today's WWE things are different. You don't technically have go over big stars in order to be a bigger star, simply feuding with a big star and how you are booked in the feud is what makes you a star. Of course most people in the IWC have very high expectations and I think that's why sometimes we're not satisfied with how a wrestler is booked, so we look down on them. It's why Chris Jericho is always treated as a jobber by the IWC, but in WWE he's treated as a big deal and they seem to ignore that he loses all the time.
That being said. He's beaten John Cena so he has a victory over a legit main eventer and had a long WWE championship reign to add to that. That along with the fact that he's wrestled with main event stars in Triple H, Undertaker, The Rock and now Brock Lesnar pretty much makes him a big star. So yeah I would consider Punk to be a big star by today's standards.
