Too many kick-outs. They should have spammed a bunch of signatures for near-falls if that's the route they were set on going down, at least they have a precedent of being kicked out of.
Maybe it was an amazing act of deconstruction on WWE's part: like someone backstage turned to their writing partner and said "You know what, Jeff? I've just realised the Rock's big finishers are a side slam and an elbow drop, and Cena's is a slam from a fireman's carry. This is pretty much bullshit, Jeff." And then the match just became a 35 minute deconstruction of the wrestling industry. Maybe. Perhaps. One day.
This was the thing I had the biggest problem with about Mania, they did far too many false finishes which took away from it a little bit. It started to feel like an ROH show a little bit, by the end of it all.
