Working house shows to make the numbers up doesn't mean they're working a major match at Mania. The Shield are working a big match, not just some random tag against some old guys or geeks like the champions. You don't go over the 3 biggest babyfaces the month before and then work a nothing match at the next PPV.
I don't think you can say that having the Shield face the NAO and another would be a nothing match, the interest in this match to see the return of the New Age Outlaws on the grandest stage of them all would be nothing but beneficial to the Shield and, depending on the shape they're in, could really set them up for a big push. There will always be more eyes on former fan favourites, especially so them. A win over them could really raise interest from the casuals in the group and set them on their way, much like the win over Rock & Mankind at Wrestlemania 20 did for Orton & Batista.
A nothing match would be slinging three randoms together just to give them somebody to face, or splitting them just to fit other profile matches. The focus has to remain on the pack mentality that they have, what better way to take a former group with a very large cult fanbase and have them face off with them?
