I think it makes it more predictable, but that's not necessarily a bad thing, as long as the story is good enough for the viewer to actually give a shit. For example, we knew that Benoit would win after Heyman's power play against him, guaranteeing he wouldn't have a title shot, and so on. We didn't care that we knew he would win, because we actually gave a shit about the story.
It's only a problem when the viewer looks at it and goes "This'll lead to Cena and Rock 2.. Meh.." because we simply don't care.
The problem with saying the winner shouldn't get a title shot simply gives the wrestlers no real purpose to want to be in the match. Kayfabe-wise, Kofi believes he can win the match and go to Wrestlemania, giving him purpose to be in the match. Without that, what's his motivation?
