Re: why has no one considered this?
The Chairman has made it clear he doesn't see Morrison or Ziggler on that level. Same with Daniel Bryan.

The Chairman that fired Morrison and put world title belts on Ziggler and Bryan? I'm confused.

If John Morrison wins the royal rumble I will starship pain my own mother through a flaming table, on top of a glass ceiling, hanging off a cliff, from a crane being operated by Micahel J Fox

Morrison walked, but he wasn't going anywhere above midcard. He had been jobbing to everybody throughout 2011. His relationship with Melina and the issues concerning Wrestlemania XXVII didn't help, but if Vince saw him as a headliner he wouldn't have been making up the numbers with Snooki in the first place.
Dolph Ziggler held the belt for less than two hours after being awarded it. That did more harm than good. He couldn't defeat CM Punk last year despite everything in his favor, his longtime manager/girlfriend was an annoying middle aged woman and has been jobbed out to Cena more times than I can remember. Now he's playing second best to the AJ soap opera.
Daniel Bryan got his push...after beating somebody beat down. He lost in the opening match of WM in seconds, couldn't get the job done against Punk and played a comedy buffoon to The Rock, AJ and Kane. Although scripted, that backstage segment in June with McMahon himself showed how WWE management view Daniel.
These guys are glorified upper midcarders at best...the eyes of the WWE system.

And Ziggler has the MITB. And like I said, Ziggler and Bryan are much more promoted than Morrison. There's a difference between "top star" and John Morrison, a BIG, BIG difference, and somewhere in between "top star" and John Morrison lies wrestlers like Daniel Bryan and Dolph Ziggler.

Re: why has no one considered this?
Why not CM Punk winning the Rumble if the Rumble goes on last and he loses the title?

It wouldn't shock me if Ziggler is being set up to do a repeat of Bryan last year. Take the title of babyface Del Rio and get squashed by Ryback at WM 29. It's possible he only got the MITB because Barrett was injured and they realised Cody Rhodes isn't there yet for a top spot.

Re: why has no one considered this?
@ Morrison vs Ziggler. That doesn't even belong on Superstars, let alone headlining WM.
Rumble winner is more than likely going to be Cena.

Such a hard decision!

Ryback will be jobbing in 6 months. I would rather see Cena with the WWE championship for 3 years straight, than Ryback for 1 week.
Ryback is a charisma-less unsafe botching machine, who was handed a brilliant gimmick, and even now, the casuals are starting to not care about his ass.
And he looks like a rapist. See that face on a mug? No - more likely a mug shot.
So untalented, ugly, cannot talk, cannot wrestle for more than 30 seconds without getting winded - and you see him as the face of the future!!!
Vince should have waited, and used that gimmick on someone worthy.

Ziggler's main event push has been long overdue. Barrett's got great delivery, and that's it. His promos all have the same tone and bland emotion. His matches aren't special enough to make up for it. He's the look and the 'sound' of a main eventer and that's it, his promos aren't special at all.
In fairness, this is exactly what I think of Randy Orton, and he's obviously been pretty successful, but Orton is also really good at acting in the ring.
