Only one chair for two wrestlers :

Having one chair only means that only one wrestler is armed while the other isn't. It creates dramatic tension and suspense. I would only let one chair above the ring with one ladder outside the ring and let wrestlers fight to get it first.

Once they get the chair, they should only use it to hit their opponent which means using the ladder or any other weapons is illegal. The wrestler with the chair can only use it, while his opponent must use other moves and intelligence to get the chair.

Victory by TKO/KO or pins (only after getting your opponent down with a chairshot).

Seriously, get rid of the stupid and boring match
But, to join in the fun.......

You win by placing your opponent in a chair and they can't get up by the count of 10, you can't tie etc your opponent to the chair.
It would also be a 'falls count anywhere' type match
There would be various types of chairs in various places for the wrestlers to use like:
A chair with wheels near the top of the ramp that you can put your opponent in and push him off the stage.
A recliner chair where you can deliver a massive clothesline
You can even use an audience chair to get the win

You know, it might be cool if a chair match involved chairs being strapped to all four corners so that, if you hit the corner, you'd hit a chair instead of the turnbuckles. Maybe the chairs are removable? Maybe the first person to use all four chairs (different colors?) for an offensive move wins? Something like that could be entertaining.
