or more then likely, Big show is a heel, Dolph is a heel so they did not want that, and its exsplained by the fact big show was "fine" and was not "knocked out" or worse for wear

Because he might have said so but it isn't an 'unbreakable' promise, he doesn't HAVE to, he said it just to get attention/get in the champs head. Also Big Show was in no condition to be cashed in on, he was still full of energy and not injured at all.

He's a heel. He told you he would, and he didn't. It's what they do.

Also last time this happened, Show got DDT'd onto a bunch of steel chairs by Mark Henry, and then Bryan cashed in. This time, Show won and was still standing. Ziggler wouldn't have stood a chance against him.

As somebody else mentioned, they're both heels, the cash in would turn Ziggler face and we don't know if that's what they plan on doing.

It would have been pointless for Dolph to cash in because Big Show was already out of the ring about 15 seconds after he won the match. It wasn't like last year at TLC when he was struggling to stand after winning the match, which gave Daniel Bryan time to cash in and kick him in the head.

Plus, as people have already said, Dolph is a heel and so is Show. They most likely don't have any plans for a face turn yet.
