That's a very good and accurate description of the situation. Rock is not only the carrier and the driving force to New York, he was also carrying an entire corporation on his back to record breaking revenue in a time where the awareness of the industry in at an all-time low to Atlanta, Miami and hopefully to New Orleans next year. Dave said on the last Observer Radio that the plan for WM29 was for Rock to main event the show in a championship program to elevate the value of the belt again, which is why WWE chose Rock/Cena again over Rock/Brock. He also said that there's a strong possibility that Rock/Lesnar is main eventing next year and they saved it as a fresh blockbuster attraction after Rock's WWE Title storyline. Problem here is that they will probably ruin Brock over the next year so a match with Rock at WM30 wouldn't mean as much as it should. If Brock beats HHH at Mania again, beats Orton, Sheamus and finally Cena while looking unstoppable, then going into 2014 with a long term plan to feud with Rock, that's big money and basically what they should have done this year.
Realistically WWE can create one of the greatest moments of all time with Rock beating Cena again at WM this year and lose it to him the next night or at ER. It can even top the Miami match ending. No one expect it to happen, and NY aren't going to accept Cena closing WM. Not that I see it happening in any way but it's a nice possibility that I hope they're considering.
