if you think about it why would the WWE put this match earlier on the card instead of maineventing the PPV?!
with how big this match is we always thought it is ending the show but right now it seems The rumble match is the one going last and it wasn't going to be the first time a title match maineventing the RR

In that interview, he said the storyline will begin and culminate at Mania but the storyline is mainly about the belt so it doesn't necessarily have to involve Punk. Rock wins at Rumble and Cena becomes the #1 contender in some fashion, that storyline would still revolve around the belt since I don't see them rehashing the same material from last year. I would definitely prefer Rock/Punk rematch over the Cena match, tho.
