CM Punk never refused to drop the title to Ryback because CM Punk was always going to hold the title until Royal Rumble because The Rock Vs CM Punk was pretty much organised just after Wrestlemania and was set up at RAW 1000. All before Ryback push and Ryback feud. Like I say you dont have to win a feud to be put over.
