I don't think he was "holding back" against Punk; he honestly came across to me like he was slightly unprepared for this promo.

We know he's capable of it, so watching him spiral into the "CookiePuss" stuff didn't appeal to me.
Also, I know that the big dig towards Punk from the Rock was supposed to be his "You couldn't start your revolution" line; but wasn't Punk's point before the Rock even got out there that he was doing everything for himself and that the audience didn't want things to change anyway so screw them?
IDK, maybe that's why Rock's promo didn't seem nearly as strong to me.
Either way, it has people talking so that's what matters the most for the ppv.

With Cena and Rock you always got the feeling like they were legitimately throwing insults at each other and just trying to 1 up each other.
Rock and Punk are working with each other and trying to bring the best out of the fued. I don't think Rock was unprepared are anything like that this is just his delivery nowadays.
Notice how Punk brought up ice cream bars beforehand. Not an accident. Rock was saying you tried to be a top face, tried to change the industry and the fans wanted none of it. It's basically Rock saying it falls on you.
