then both Paul Heyman and Brock Lesnar both turn on CM Punk afterwards beginning the Punk-Lesnar Mania Program
Then Cena wins the Royal Rumble Match setting up the Rock-Cena II Mania program for the WWE Title!
Punk defeats Lesnar at mania turning fully face again in which Lesnar beats up Heyman afterawards
Cena beats the Rock to win the WWE Title but turns heel in the process with AJ Lee's help!

Never gonna happen, John Cena will NEVER turn heel. AJ Lee involved in an angle with the great one is fucking insulting, good god I hope he has no interaction with her. Let's not jump to conclusions so fast. Plans can change and we're still 4 months away.
Besides, it could be worse like:
Rock/Punk
Cena/Lesnar
Taker/HHH
But yeah, they should try to prevent any rematches outside of maybe Rock/Cena when they have the star power in their hands. (Cena, Rock, Brock, Taker & HHH)

The reason why Lesnar/Rock won't happen is because most likely the decision was made a year ago to do a Rock/Cena Rematch which means the only other options for Brock were Triple H and Undertaker. Since Undertaker & Brock Lesnar may not get along well enough to put together an entertaining Wrestlemania feud the only option for Lesnar is a rematch with Triple H.
Now why is Punk/Undertaker happening? well since they are saving John Cena most likely as Undertaker final Wrestlemania match Rock isn't available he might not respect Lesnar enough and he's fnished with Triple H. So the only two options for Undertaker this year would be Sheamus or CM Punk and while I think Sheamus/Undertaker might be a better match CM Punk/Undertaker would be the better feud.
Still wonder how they will get to Triple H/Brock Lesnar. Lesnar has Zero reasons to face Trips again. He beat him fair and square.
And what strings can HHH pull to get Brock to face him again? Make him owner of WWE if he wins?
I just dont see what HHH can say to get Brock to face him again. Of course im sure WWE can find some bullshit way.
Rock/Cena sadly speak for itself with Rock being WWE Champion and Cena winning the Rumble.
Undertaker/Punk will be the same old "Ive done it all except beating the streak".
