Another positive is we'd have Brock vs Rock, the two biggest draws in the WWE in the perfect scenario with the heroic babyface beating the monster heel for the biggest title on the biggest stage.
Your scenario seems highly unrealistic. Firstly, I don't see them booking the WWE title match between two part timers and Rock/Brock is far bigger than the title anyway. The title does nothing to enhance or up the stakes. If they go with Rock/Cena, then, it should be for the title at all costs if they want to maximize the hype for the rematch since a basic one on match with the same dynamic is something not a lot of people are going to be interested in.
Secondly, your scenario states Lesnar is somehow going to win the title and Rock is somehow going to become #1 contender. The latter may be possible if Rock somehow loses the match and then enters himself in the Rumble but I think it's a lock Rock/Punk is going last on the card. As for Lesnar winning the title, it seems too far-fetched with Punk as champ. There's no way to logically book that especially since Lesnar and Punk are somewhat interconnected with their relationship with Heyman and though this is a minor and probably pointless detail, Lesnar already made the kayfabe statement that he doesn't have anything left to accomplish.
All that said, Rock/Brock non-title is still by far the best option to go with imo.
