Have Punk annihilate Foley and brag about it the next week, followed by a "IF YA SMEEEEELLL". It's been said Rock might compete before the Royal Rumble, so why not make him have a return match before the match vs Punk?
1. Punk vs Mick Foley in an extreme TLC match, Punk retires Foley for good. On the following Raw Foley comes out injured but Punk attacks him further, which is when Rocky comes out for the save to start up their feud.
2. Punk vs John Cena in an extreme TLC match. Punk beats Cena one more final time, hopefully clean but knowing WWE some controversy. This would be a great conclusion to the year and also it would make Punk look his strongest going into his feud with Rock. Also the fact that he just beat Cena would help in the feud with Rock.

Logically it has to be one of those two options, so I'm going to go for option no.3, WWE Creative (oxymoron) go for something we saw last year between Rocky and Cena. Hell even if they go for one of your 2 options, they'll end up going down this route probably anyway for the promos.

I kinda agree WITH pUNK. Rock is this guy who will come out and put on entertaining promos and shit, but i honestly don't care that much about him anymore He had a 7 year absense and he finally became the guy who made Cena look bad, which made his return really big. Otherwise Steve Austin is much better IMO. Austin has this presence about him, as Punk said, this redneck from Texas who likes to drink beer and beat people up, he can make for an interesting feud with almost anyone in WWE right now, Whereas The Rock, a promotional hit but really all i think of when i hear of his return is 'He's gonna come out, ditch some people, give us some catchphrases and laughs, and leave, it doesn't sound that special anymore.
ironically, that's exactly what Steve Austin has been doing over the last 8 years in his sporadic appearances, literally the same thing
he cuts a promo saying how good it is to be back, random heel cuts him off saying austin is old new yada yada yada, Austin talks shit back saying WHAT? 10000 times then stuns him and drinks beer
OR there's option two which is Austin's favourite, he becomes the referee
the thing is, Austin's appearances i just a one night thing only, however Rock's appearance is for major programs that sets the company's direction for a year or so, Rock vs Cena, Punk's heel turn on RAW 1000, etc…
and he got in some major promos with Cena, I don't know if you noticed but both go-home-shows before WM 27 and 28 were serious promos
