They're not going to eclipse WM 23.
If they end up with around 100K extra buys from last year that's nothing to look down upon. It's a tough sell to get people to buy PPVs nowadays. They've been down 10% on pretty much every PPV so you got to accept what you can get.
250K for a C PPV is really good on Brock's end.

According to that graph on WWE corporate, Over the Limit did slightly more buys that last years' PPV.

As long as WM still finishes with a million buys, it's all good. But ouch at EC & OTL. Losing that many buys since 2010 is horrible.

Extreme Rules isn't a C PPV lol. It's really not that great of a number for Brock's return, since he's supposed to be some big megastar~! It's up 20% from the year before, same thing Punk did for the MITB 2011 number.
As for OTL, meh. At least it's up from last year's number. And honestly taking into consideration that it came after WM and ER, it did pretty well. For a PPV headlined by Johnny Ace vs. John Cena, I'm surprised it's not lower than last year's.
And Wrestlemania.. lol.

Understandable though.
They booked the WWE title match from Over the Limit on Raw one week after people paid over $40 dollars for it. This week they booked the triple threat from No Way Out on Raw. They booked the world title match from the same PPV on free TV, on Smackdown 4 days after the PPV.
Even Stevie Wonder could see the Big Show heel turn at OTL. They hyped Johnny Ace's last show as NWO, but then he appeared on TV the next night in a match!
No wonder people lost faith in PPV, with the exception of the Royal Rumble match and the big budget spectacle of Wrestlemania.

Find me the last time a PPV other than a big 4 put up 250K. You're going back a few years for that.
By the way that PPV in July flopped miserably in 2010. MITB didn't put up that special of a number. They hit 210K on 2 or 3 C level PPVs every year.
It's delusional to think Lesnar or Rock equals 300k on any crappy PPV. That's not how it works. The name of the PPV sells 1st, and Rock and Lesnar have the ability to move that PPV up 10-20% and that's what they've done.

Not hating on Punk's role at MITB either. He put up a solid number and it was PPV of the year.
But here's the facts.
Take Lesnar off of Backlash and it's bringing anywhere between 190 to 210K.
Take Rock off WM and it's struggling to hit 1M
This is barely even debateable. We're talking about an extra 40 to 50k buys on a C level PPV and an extra 150K buys for Mania. Not chump change by any stretch of the imagination.
