It's hard enough as it is to get through three hours of RAW, I have no idea why they would think that another hour of filler matches would get ratings up. Smackdown has been the company's "B-Show" for years now and everyone knows it.
You aren't going for good ratings, first and foremost, if your show has a Friday night timeslot. Secondly, if your top stars aren't on the show, no one is gonna care about it because stars = money. That's a rule of thumb in entertainment.
If they're serious about improving Smackdown, then what they should do is run with this McMahon Family Power Struggle and have one of them take over Raw and one of them take over Smackdown and possibly even bring back the Brand Split. At least if there was some competition amongst the shows, or better yet, some actual progression of storylines, people would actually care about Smackdown.
All WWE has to do is create a sense of urgency. If they give people a reason to watch Smackdown, they'll watch. If they continue to rehash what happened on Raw, keep key people who are involved in Smackdown storylines like Christian off TV, and give us rematches of two people who aren't feuding and were thrown together in a match on RAW because it seems like the bookers in the back just spin a wheel and set the match...then yea...no one will watch.
