I say commentator. I know he has some weird catchphrases, but he was funny with Cole & Mathews. I found him entertaining and giving matches more funny shit into it.
As a GM he is bland and out of place. And he typical baby-face GM trying to screw the heels.
I preferred him as a commentator. At times he was off-base and random in commentaries, other times he was unintentionally hilarious, and sometimes he was just flat-out bad. But he was unique though as a commentator and I liked that about him. I liked his back-and-forth exchanges with Cole and he made completely bland and boring commentators like Josh Mathews more bearable on commentary. He brought some life to the announce table and was often entertaining.
As a GM though, he's very dull. He just feels like Teddy Long version 2. The traits that made him good at the commentary table arent there when he's the GM. He just makes the matches and sucks up to the faces which is being a generic face GM, and he isn't really unique anymore.
Booker isn't used in a way that displays his entertainment skills as an authority figure. He's very toned down and generic in fact. As a commentator he was hilarious and made Cole bearable at times just because of their interactions.

As GM he is Teddy long 2.0, the only upgrade is reduced Tag team matches. As a commentator he was so bad he was brilliant. Every 3rd move he created, every 5th move was a sidewalk slam, his ever changing Top Five and his constant ripping on Cena for getting so far with limited talent was brilliant.
GM. Booker was one of the worst commentators I've ever seen and although he's not a great GM either, at least I only have to watch him for 5-10 minutes a week instead of listening to him for 2-hours.
The Smackdown commentary table needs Booker Cole and Josh together is just too boring. IMO I think every commentary team needs at least 1 a former wrestler
If we still have to look at Teddy Long every week? Honestly whats the point in keeping him around? All Teddy does is just stand beside Booker praising every decision he makes. And he even makes matches whenever he wants, again why have Booker when Teddy's still making matches and there every week?
I'd say GM, mainly because as a commentator we have to listen to his idiocy for a full show where as when he's GM we just see him in a few separate concentrated chunks.
Gotta be commentator. How else will he get to list all 10 people on his Fave Five without showing bias in a position of authority?
But if he books Teddy Long in a main event tag match on the next Smackdown, then I'd change my vote immediately.
