I've used a slight variation of those, it works great. Always keep it on hard, legend difficulty isn't as aggressive and tends to never go for normal finishers.
On those slider settings you gave, if you want it harder, increase AI Reversals for pretty much everything, except weapons (because lets face it, noone likes exchanging chairs for 5 minutes). Finisher reversal needs to be upped more if you're looking for unpredictability in matches too.
General sliders on those slider settings are fine, maybe decrease finisher reversal, just so you're not easily countering every finisher. Everything else there is great.
For those damage sliders, possibly increase finisher strength if you find that the AI is kicking out of finishers too much for your liking. Keeping it at around 3/4 (three quarters, not 3 or 4) clicks to the right seems to get a good balance, they kick out on epic, not so much on normal. Possibly decrease weapon strength too, if you find that you can beat your opponent with ease after a few chair shots.
These aren't 100% game fixing settings, but you should find that they do help a fair bit. You can choose to work matches too, such as not reversing too often, but I don't find much fun in that.
