They probably can do it but they just want you to keep buying the yearly games on the hope that one day they will put the 8 people in, also whenever they put a match back in the games they say its new when it clearly is not.
Thank the lord they made the belts bigger, still not exactly right but at least they don't look like children's toys-r-us belts now, really really interested in the storymode(s) and WWE 24/7 aka universe this year along with the revamped gameplay.
My only complaint, and the main complaint i have had for over a decade is where the hell has full backstage fighting gone? why cant i drag a guy up the ramp and throw him backstage and fight my way to the garage? or the boiler room? they had this in i believe no mercy or maybe a smackdown game it's been ages but i remember one of them having it and i absolutely loved it, also let me copy a wrestler so i can edit him (if you can do it in SVR11 then i can't find that option) because you know how hard it is to get faces to look right? i have yet to see a short hair punk CAW that even looks remotely like him, would be easier if we could just copy the wrestler and edit him, or just let us edit him, even if it's just for offline play.
One of the weakest aspects in past WWE video games was the lack of crowd reactions. They were in the games but they weren't loud enough as they should be. WWE '12 is set to improve on this element.
WWE '12's Creative Director Corey Ledesma confirmed this on his twitter account saying:
"Crowd sound should be better. We have a new sound engineer working on it this year. Not perfect, but much improved."
As noted, the sound isn't perfect but it should be a good start. From then on, where should expect to hear louder and more varied crowd reaction as seen in actual WWE live events.
When someone like The Rock performs "The Rock Bottom" we should be able to hear the crowd cheer in unison. Other games when you perform a finisher, it didn't seem like they cared too much about it...

I want to be positive about that, but to me that actually sums up the attitude of the developers to a tee - 'oh, it's not perfect, but we'll throw it in anyway'.
How about actually perfecting something before implementing it?

I'm no expert (in fact I know next to nothing about game programming) so I would love somebody to explain to me how more wrestlers = less graphics. Madden/FIFA have 22 people on the pitch and don't sacrifice graphics for it. Call of Duty games regularly have 6v6 matches and don't sacrifice graphics for it. So, what makes wrestling games different?
Looking forward to it this year, though i'd like to actually defend the titles in Exhibition mode again and not just in WWE Universe. I love the concept of Universe but i'm someone who likes to keep it realistic with the Champions, and always prefer to have the current WWE Champions holding the Championship titles on my game.

I'm guessing it's to do with memory usage for AI and stuff like that.
Basically, Corey says that they have new mini-trons & titantrons, you can do wake up taunts outside the ring, Shelton Benjamin won't be in WWE 12, and The Miz's alternate attires will be available as future DLC.
Oh and the roster is August 13th for those who don't know.
