It's not that. They used the system of a game called Virtual Pro Wrestling. Not ripping off, just reusing the gameplay system.
AKI created Virtual Pro. AKI created WWF No Mercy. I see no problems with the company reusing their previous system if it works. The Fire Pro guys do it all the time. Heck, AKI was using gameplay they established with WCW Vs. nWo: World Tour.

So let's say they would add sin caras entrance jacket/coat/thing, they would have to create a whole new character to put in the game. Or they could get rid of a character to make room. SO if you want caras thing, you might have to delete chavo guerrero (just an example).
I wish we could add clothes and shit to the real wrestlers like we could in WWF No Mercy. Sad that a game created so long ago had so many more options. People need to stop making excuses for the creators of this game because they have been tricking all of us for years. Taking things out and then putting them back in years later making them seem like completely new things. I'm looking forward to the game and I think it will be fun but it just kinda sucks that this franchise has taken the madden yearly approach where they basically make the same game every year and just add a couple of little small things and with an updated roster. These guys could easily make the ultimate wrestling game if they take their time.
