Well, five skill points into the "willing" skill will give you +75% shield recharge and -60% shield recharge delay, "preparation" will boost shields by 15%, THEN...your best bet is to not boost maximum health with badass ranks or any skills AND get an awesome shield that has a health loss. Pump skill points into "pressure" to get ANOTHER -60% shield recharge delay due to low health (you'll never need to worry about losing shields by this point so you don't need super high health). Then if you keep going up the survival tree, you can get the kill skill that regenerates 5% of your shield PER SECOND for a short time.
Your shields will never drop to zero unless you're purposely doing it (there are some skills that make you uber powerful if you play that way, but you run the risk of dying easily), or you're fighting something like Crawmerax.
Pretty much the same build as Roland in BL1. Except a few bigger boosts.

I started playing on Tuesday, and man am I loving this game.
I'm only a level 12 Siren, but it shits all over the original in just about every aspect. Only thing I preferred in the original was you can run shit over easily... I know its kind of "easy mode" but I digress. Also, did anyone else use their golden key on accident?
