What the fuck are you talking about man, seriously? There is no doubt behind whether Sega could produce a console or not. They could. Did they sell off their manufacturing factories? Yes they did. But with companys like Samsung and even Apple considering getting into the market they could easily partner up and produce a new console.
The Dreamcast was an amazing system, it was quite litterally ahead of its time and I play it to this day.
The problem is Sega likely wouldn't take the risk because breaking into the market now would be nearly impossible and financially it could end them completely. But I certainly would not say it's out of the relm of possibility that one day Sega will throw their hat into the ring again with another console.
