I don't agree with the reviews saying that. As someone who has played the first to games to death, I know that it isn't the story or the graphics or the sound that makes the game, but what you can do in it. Saints Row and GTA are similar as they are both openworld sandbox games that take place in a city and involves cars, drugs, guns, and criminals, but that's about it. You could call Saints Row a ripoff, or you can call it whatever you want. Saints Row focuses on fun and outrageous activity. There is so much to do in the games, especially the second one. In the second one, you can pimp out your car, pimp out your crib, customize your character, participate in the wacky ragdoll insurance fraud minigame, the Zombie Uprising minigame, drug trafficking mini game, and more. You can jack cars, hijack planes (even 747 jets), steal boats, fly a UFO, and more. You shouldn't take the game seriously. Just have fun.
That's how I feel about the games.
