TNA can't grow with Hogan, they'll only remain in the status quo until he leaves and TNA has more freedom to take risks on guys and to really build their own brand.

Are people really surprised by this? Hogan's name value isn't what it was 10 years ago, let alone 5 years ago so why would WWE pay him more than what TNA was offering when they already have tons of cash invested in Rock and Lesnar for their Mania push? And TNA was gonna do whatever they could to resign Hogan because their brand is worth more on the market with Hogan signed than without Hogan.
