It is a smart business move to cut back and I honestly expected it from TNA since they don't have the kind of money that WWE does. If it keeps TNA on the road, great.

Sometimes you have to sacrifice something in order to grow. TNA wasn't going to go anywhere if they stayed put in one small building in Florida. OP was a bit off base - Meltzer reported wrestlers and staff are being paid late, because Janice Carter holds the purse strings; Dixie was spending too much and Panda Energy put a stop to that. So they're prioritizing where the money goes.

Granted, this isn't the greatest way of going about things (far, FAR from it), but it DOES beg the question of how long Panda wants to keep being the money mark behind a promotion that is stagnating ratings wise, and is now costing more money to run with Impact being taped on the road twice a month.
