Hogan had very little millage left by that point. He was getting sued left and right and his public image took a massive hit during the John Graziano thing. Also you still had idiots like Vince Russo and Terry Taylor running around TNA when Hogan came in. As soon as Hogan agreed to work with Russo it made Hogan just another guy. Magic rings and all that bullshit.
There is still plenty of millage left in Austin. He hasn't been overexposed and people have good memories of him. There's a reason WWE has him locked under a lifetime deal. They would never left him join another promotion.
