Kid Kash is no longer part of TNA. Although he said he was it was later he confirmed he was not.
The current X-Division is : RVD (whose contract expires in March), Kenny King, Zema Ion, Joey Ryan, Christian York and Jesse Sorensen. Then TNA has Doug Williams, Robbie E and Kazarian who can always be used at any given time if needed.

Zema is not going to get bumped up the card yet, it's clear he is needed in the XD. He also is not yet being presented as someone on the level of Joe, Devon, Magnus and the likes who have been involved with the TV Title as of late.
As far as the XD having no positive reason to exist, that's a bunch of nonsense. It's just RVD haters hating. I want to see Rob drop the title and then be allowed to walk with his expiring contract. BUT before he does someone, be it AJ, Zema or Kenny King needs to take the title off of him cleanly at Lockdown. For King or Ion it would be more surprising to see them win clean and get that rub, whereas I can see AJ easily gain the clean win and get put over.
Ion does not need the title and can go on to the Jesse feud without it. And without even being announced for the LD card. Zema simply coming out at some point during the show to complain that he isn't booked for the PPV only to be run off by a returning Jesse accomplishes that. Zema with the title would be transitional as he would be dropping it to Sorensen in all likelihood by Slammy.
Kenny winning the title would likely mean a transitional reign with a babyface taking it from him by Slammy and TNA using the Option C clause this summer. Said babyface will likely go on to lose a 10-12 minute TV match as I expect the TNA World Title to be moving to a heel from A&8's in the coming weeks or months, with a babyface winning the BFGS and at BFG.
None of Sorensen, King, Ion, Ryan or York are ready to be given the Option C main event and be taken as a credible threat so it would not accomplish much by pushing that upon them.
Hopefully AJ wins that strap at Lockdown and goes on to face a returning Chris Sabin for the title at Slammiversary. Zema and Jesse can feud on TV as there will be 12 weeks of TV to fill in between PPV's, and perhaps have a blowoff at Slammy, whether it's a preshow match online or a short match on the undercard.
