I think the slogan had a lot to do with TNA trying to blur the whole face/heel concept. So there were a few guys who skated on the edge and were more like tweeners than being a clear cut of one or the other.

It was just a catchphrase that was supposed to catch on... They were trying to get viewers to "cross the line" from WWE to TNA during the Monday Night Wars II.
By the way, can anyone tell me what happened to the Impact opening video? It's been absent for a while now.
