Like almost anything else, you've got to give fans distinctive characters to connect with. People they crave to see win or get the tar beat out of them. Otherwise it doesn't resonate with an audience. Not so many people care about a roster full of wrestlers with no personalties.
Bringing back and reforming the original Beautiful People would be a productive step. They were very over characters within the wider fanbase and were successful at getting people interested in their characters based largely on speaking and entertainment segments. But you need more. Monster Kong would be great too. Sadly I doubt that will happen any time soon given circumstances. The Midwest Militia trio could be sweet. But according to Jessicka Havok's blog someone in TNA has issues with her. So at least she might not work out. Though I'd hope whatever it is could be settled. Rain was terribly used the last time and has nice all round sports entertainment ability. She looks good too. Jen Blake is someone they gave a tryout to and should have considered. She even has a history of tagging with Rain, so you could play that either way depending upon what you need at the moment.
Just letting those eight (or 6-7 depending) people do their things should provide a far superior product to what has been offered recently. Toss in a couple of pure ring work geared people like Hamada and Melissa for when you want to pull off a great match and you would have the makings of perhaps the most entertaining and best women's product on tv ever. Adding in Mickie and ODB helps even more. Considering the realities of both Kong and Jess, they can still make important contributions if they want to. It would have been more productive for ODB to be on her own or partnered with another chick as opposed to the too long Eric Young thing.
Beyond that you can search for young talent for OVW. I think they would need a seperate booker for the division(s.) I don't know if the above would work out so well without one. And no more long title reigns for Gail. She's just too lacking in personality and without Kong the whole awesome monster aspect doesn't exist anyway.
