Right this is what it states in the impact wrestling site.
In the evening’s most shocking revelation, Hogan ripped off the final gangster’s mask to reveal Bully Ray’s former tag team partner Devon was behind the Aces and 8s all along!

Now that sounds to me like Devon is the leader of Aces and 8s if he was behind it.

7) Hell even Gunner or Crimson.
But Devon - Why??? Way to go to ruin a storyline TNA.
Imagine if WCW had employed this type of booking with the NwO back in the 80's, no doubt we would have seen Dusty Rhodes running down and punching out Nash, Hall and Hogan, unless of course the big reveal at Bash at the beach had turned out to be Vincent turning on WCW with Nash and Hall.
Hopeless booking by TNA in my view.

Devon is a PROSPECT. He was used to explain how Aces and 8's kept getting in the Impact Zone all those times when TNA kept locking it down. Tenay said on Impact for weeks that someone on the roster must've been letting them in. Devon agreed to help them, they made him a prospect. He passed.
Devon is just a step on the ladder. TNA just started climbing.

See my post above on the official TNA website in the review of BFG it states Devon was behind Aces and 8s.
Of course Aces and 8s twitter states he is a prospect.
A right cluster**** if a company cannot manage to be clear on the direction of storylines.

He's not the leader, he has a prospect patch on. PWI talked to people in the company who said Devon isn't the leader.

I liked the Devon reveal. At the very least, it has my attention to see where they go with it and what comes of it.
I mean my God. Half of us were expecting the boring revela of Jarrett (which we've seen a dozen times) or the stupid reveal of Eric Bischoff who we are beyond sick of. Some of us were even thinking the horrible possibility of Brooke Hogan! Yikes!
They went in a direction that surprised and now, I'm willing to give them a chance to see what comes of it. If Bischoff or Jarrett show up, I'll groan. Garrett Bischoff will be a part of the group, no doubt, but I'll let it slide as long as he isn't the leader.
And I love how people are saying Devon is the leader. We don't know that. All we know is that he is part of the group. There is still a lot of unanswered questions surrounding this and I am intrigued, so for now, it is working for me.

I think that devon was behind them getting into the arena maybe due to his connections with the staff there , that's what the commentators are saying he was behind the aces and 8s attacks.
Why would someone wearing a prospect patch become the leader.

I think Devon will surprise us and deliver as a heel. I just hope he's not the leader of the group because that would be a a huge letdown after all of this build.

When Devon said "it was me all along" he could be referring to the fact that he's the inside man. He doesn't necessarily have to be the leader.
IF he is the leader then I have to scratch my head.
