Its not the best thing in the world, but it is a long term story and building some suspense. Some of the suspense is based on whether or not it will be an ultimate failure. While other I think are looking for it to be a big surprise. I think we've been burned so many times by TNA surprises that I expect this to be a failure.

sorry if i sound stupid but how is everyone so certain that it is Bischoff? as far as i could tell it was a bloke using a voice modulator to distort his voice and keeping his back to the camera.

This guy is not Bischoff, his ears were far too big to be Bischoffs.
bischoff has very small ears.

Maybe he purposely spoke like Bischoff to make us think it was Bischoff because Bischoff is one of the people think it is.

Honestly I think it was Bischoff doing the promo and that is it. Much like they are using D LO, but he won't actually be apart of it.
