I think Jarrett's still involved in some way. Bully's obvious now, but Jarrett has to be in this too. Remember, Hardy embarrased Jarrett in Hardy's return after the Victory Road debacle. Plus, it ties in to the main victims of the Aces & 8s' attacks. Jarrett has beef with Sting, Hogan, and Hardy. Bully has beef with Aries, and likely resents that the "little midget" won the Heavyweight title before him. Bully has no real beef with Hardy, and respects him due to their past history, hence his hesitation to finish him off at No Surrender.
My guess is Jarrett ordered the Hardy attack, and Bully reluctantly agreed because it would ensure that he won the BFG series. His reluctance was expressed during his pre-match promo and his actions during the match. Bully is now a heel in the biker Undertaker mold, as he demands respect, but in turn shows respect to those he deems worthy. Hardy had earned Bully's respect, and that was what fouled up the plan.
The IWC has a bad reputation. Are you a part of the problem, or the answer?
