It's not 1997 any more. Even TNA understands that in some respects, this being one of them. How many reasons would you like as to why nonsense like this doesn't fly in 2011?
1) Redundant. Most female wrestlers in the mainstream American promotions are already dressed in skimpy, revealing ring attire. The sex appeal that made this match stipulation so appealing has long since been integrated into regular performances.
2) Desensitization. In 1997, moderately attractive women in their underwear was edgy, scintillating content, especially for a young male audience. Pornography at the time was limited to Playboy magazine, fuzzy scrambled softcore movies on television at 2AM and pictures of topless women being downloaded on your 56K modem. In 2011, 16 year-old boys have access to the most hardcore pornography imaginable via the internet, in 3D high definition. Moderately attractive women in their underwear is no longer titillating.
3) Pop culture changes. In 1997, trashy was chic. Immaturity was cool. Flaunting sexuality was relatively new to television, it was seen as edgy and exciting. In 2011, trashy is trashy. Modern people tend to look at stuff like bra and panties matches the same way they look at the Jerry Springer show - an embarrassing relic of a time when Limp Bizkit owned the radio waves and Mountain Dew was an acceptable softdrink, to be enjoyed ironically, if at all.
tl;dr the appeal of this shit has come and gone, it's over and done with
