He's burned bridges with New Japan, Ring of Honor and now WWE. He'll be out of TNA by the summer and pretending to start his training to be a fireman again.

WWE has hired every young indy wrestler who has had a bit of hype of the last 2 years. Yet they pass on him. That should tell you something. They hired Brodie Lee, Claudio, El Generico, PAC, Samaray Del Soul, Sami Calihan, they even hired Chris Hero. They they said no to Davey Richards. Says a lot about what they saw in him.
They passed on him due to no longer wanting any smaller wrestlers or any Indy wrestlers. I read a report somewhere claiming they apparently passed on Ricochet as well.

You say like a indy wrestler has the salary of Triple H. And TNA is a product of a very rich company, they can afford John Cena if they want in fact, but they dont.

While they are bigger now than during their first run with TNA, it really is not important. They were over then, and are still over now. And they are not the first team to not have the "look" that some fans seem fascinated by, yet still manage to get over everywhere they go and whip crowds into a frenzy.

There are the best tag team in the "BIZ-A-NESS" at the moment for a reason.

They have always been open to coming back, and a steady paycheck and job with TNA sure beats having to book yourself and try to market and sell your own merch.

Given the lack of actual teams in TNA's tag division, I think transitioning those belts back to BI would be smart if the Bucks come back. Let them feud with BroMans first then move into a summer series feud with BI and capture the tag titles. Post tag title win you turn them heel, as they work best as heels. They should then begin a run challenging any and all tag teams to prove they are the best tag team of all time beginning with The Hardy Boyz (Matt returning for a one off) at BFG.

Teams that can possibly be brought in for one off challenges (they can work 2 matches a month on Impact) :

Rock N Roll Express
Kendrick/London
RockNES Monsters
TMDK
American Wolves or DoJo Bros
Super Smash Bros.
Impact Players
Monster Mafia
Demolition
Powers of Pain
Best Friends
The Dynasty (Joey Ryan & Scorpio Sky) OR The Real American Heroes (Joey Ryan & Karl Anderson)
The Fightin' Taylor Boys (Brian Cage-Taylor & Ryan Taylor)
Killer Elite Squad
The Shieks
BLK OUT (Ruckus & Jeez aka Rashad Cameron)
The Headbangers
Shark Boy & Curry Man
The Spectral Envoy
Pieces of Hate or QuackenSaw
LAX (one night only reunion)
The Bravado Brothers
Dark City Fight Club

+ Tag Teams from AAA & Wrestle-1

One off challenges allow TNA to book teams to come in for one single appearance allowing them to not have to sign anyone or build a division. The Bucks certainly constitute a team who could take this angle and run with it, and it's an angle that could run for quite some time if TNA allow it to.

His height... For who? The most insignificant fans in wrestling, the indie smarks.
These small group of people who hates mainstream wrestling and think that TNA is less valuable than these backyards wrestling feds like EVOLVE or PWG that are so good but never draw 3k of people in a arena.

What are your sources to say that TNA loses 600k per taping? According to Dixie they attendances are above the goal, but they had other financial problems.
But your point is that PWG is better than TNA because you think that they are financially better without any oficial source?
