I've had a similar issue with the search.ueep.com
browser hijacker that defaulted as my hometab. Normally you CAN get rid of it in safemode, but I used the ComboFix software and it worked like a charm.
TDSSKiller is one of my favorite pieces of software that i'd usually recommend scanning with first, but is only truly effective against rootkits. For your issue it would be wise to run combofix which is a free and an all in one solution for rootkits, vi...es, adware, spyware. Combofix is basically something you just let run and do it's magic, it might
prompt to download the recovery console from Microsoft which is something you want to do since it uses that to get around vi...es that might try to stop it (and some do). Combofix also records a log that you can read after the deep scan.
It's not a program you run everyday and should only be reserved for when you run into a brick wall, but it's simple, lightweight and does the job better than anything else i've ever tried. quick/easy install too.

Both are good tools to keep on hand regardless.
