Assuming you already have the video file, you'd need a video splitter. Personally, I use Boilsoft Video Splitter. Load the video in your program (again, I'm only familiar with Boilsoft), and enter the start time and end time for the split, and press split. This will take about a minute max.
If you're intending on making a DVD, you'd need a program that can make DVD files. I personally use ConvertXToDVD, because it's the only one that works for me. When they're made, use Imgburn to "Create image file from files/folders" using the VIDEO_TS, and AUDIO_TS files. then use Imgburn again to burn the .ISO file that Imgburn creates to a disc.
It's not a hard thing to do, I've done it dozens of times. It can be time consuming though, because typically making the DVD folders takes about 2 hours. And if you only have the DVD of the event, you'd need to rip it, which can take anywhere from half an hour to two hours.
Personally, I'd try to use videos with a width/height of 400 at a minimum. Personally, it can lose quality if it's any smaller.
