Can you edit YouTube videos?

Is it possible to take, for example, a movie trailer already posted by someone else on YouTube... upload that same video yourself, but edit it before posting it?

I'd like to edit a few movie trailers... to make them shorter... but I don't know how.

Yes. Just download a plugin for your browser to allow you to download youtube videos as .MP4, download the video you want to edit and edit it in a video editing program. To just make something shorter, Windows Movie Maker will probably be plenty.
