True, but it is easy to convert files into the appropriate format. Although it can be an unnecessary hassle.
I use ImageReady, haven't tried any others. I made a tutorial for it a while ago. The links I had are dead, but I used Total video converter to convert the videos. It was written a while ago too, so hopefully newer versions of ImageReady aren't much different.

Getting a file compatible with Imageready
1. Open Total Video converter
2. Click New Task, then Import Files. Then select the video you want to convert say that you may use it to make a gif.
3. Then a window will come up with various options of which to convert the file. Go down to the MS Avi row (which is the 2nd), and hit MJPEG Avi.
4. Now in the bottom right corner select the quality you want, it won't really drastically affect the gif much as gifs aren't often entirely large.
5. Hit convert now, this will begin converting the file.
6. Wait
7. When it is done, it will save to the output folder which can be changed in the bottom right box.
8. The file can now be properly converted, progress to the next stage!
Video Clips Into .GIF
1.Open Imageready
2. File, Open, Find Your Video.
3. A Window Should Popup. Will Show A Few Options Of How To Open The Video.. and A Preview Of This Video.
4. Click Selected Area.. Go To Slider... Slide To Your Selected Section You Want.. Hold Shift.. Move Slide.. Let Go And Then Click Ok.. The Bigger The Section The More Time To Load. You can limit selection to a certain amount of frames to reduce the size of the gif.
5. Once you have selected the general area of which you wish to make the gif, click OK.
6. Make sure you have the Animation window open as it is essential.
7.. Now Sift Through The Frames.. And Delete Unwanted Frames... Add Any Text.. Effects Etc..
8. Now if you have limited the gif to a certain amount of frames it may be necessary to alter the speed of the gif.
9. Go to the Animation Window and click the small arrow below the X. Now hit select all frames and then hit the number you see under a slide to bring up the option to change slide progression. Alter it as you wish.
10. To change the dimensions (area/size) go to Image, Image resize or Canvas Resize if you don't mind clipping a bit of the gif off to suit the gif.
7. Save Optimized As..
