If it's over the height/width limits the system automatically resizes it which stops it working as a gif.

1. Make sure the limits is actually within the limits
2. Click User CP > Edit Avatar > Find the file and click upload
3. If the avatar was the correct size it will upload fine

As for a signature, make sure the file is working as a gif when saving it and just upload it to tinypic or another image host.

I think it was one of the things David disabled the other night when the forum was slow he probably just forgot to turn it back on.
