Its never going to work, I mean his popularity is too huge and any heel thing he will do will be cheered. Thats just what his character is like. Unless they take the stupid Punk route and spend 99% of the time bashing the fans than yeah a heel turn can work.

But if its just going to be 'attack face superstars' I wouldnt be suprsied if he gets cheered even more. Thats why the fans love Orton, so in my opinion I dont think he will turn heel. Vince isnt stupid out of all people to turn Orton heel.

He can still be a heel. He doesn't have to bash the crowd for cheap heat.

The main thing is to keep Orton happy, and that is what makes him happy. You have to play to wrestlers strengths. He is a born heel.
