Bryan's obviously been hugely over this year with the WWE audience since mania. Making him a part of team hell no from Summerslam onwards was a good way of having him transistion from heel to face slowly with no obvious singles fued for him. He's already shown this year he can deliver in the ring consistently and his matches with Sheamus(Extreme rules), Punk and recently the Shield have all been stellar. I certainly don't see him as a comedy character alone, he's just added another dimension to his character and if anything made himself a bigger commodity to the bookers. Comedy is important as a face. Look at the awful comedy segments Cena and Sheamus get left with by the writers.
With Show the big heel on Smackdown and with WWE investing time in making Ziggler more credible with the big PPV wins at Survior Series and TLC, Bryan was going to struggle for a spot as a heel on Smackdown. Sheamus may be the top face on Smackdown but he's had his run with the strap and there's not alot more milegage in more matches between him and Show/Ziggler. Likewise, on RAW, Punk is the big heel and he's tied up with Cena and the Rock going into the New Year.
Shortly, Ziggler is going to cash in MITB and become the champion and there's not a huge amount of mileage in a Sheamus vs Ziggler fued other than as a way of putting Ziggler over. Bryan would look primed to be the man to have an angle with Ziggler for Wrestlemania 29 with his history with AJ and how over he is with the fans. Keeping him in the tag team division for a few months is a good way of keeping him over and using him while the other big angles run their course.
Personally, I think he's set for a huge year as a face on Smackdown and an angle between him and Ziggler would be hot.
The only wrestler with not much going on at the moment who could have an angle with Ziggler is Orton but I do think Orton's face run is tired and he would do well to turn heel in the new year.
