If Orton is given half the push Punk is given,Randy would be more over than Punk with the casuals.Not sure about the IWC though

No, and it's likely he'll slowly but surely keep falling in placement. He reached #2 in 2010 because a bunch of guys either retired, quit or became part-timers.

CM Punk has already overtaken that spot, and at this point it's fair to consider Sheamus as the #3 guy via booking and prominence. Granted, Orton is still more over than Sheamus but Sheamus has definitely taken precedence over Orton in WWE's booking in the last year or so.

With two Wellness strikes and a few different guys steadily rising up the ranks of the main event level at disparate paces, coupled to a long history of assorted injuries, I can't see Orton ever taking "his" #2 spot back in the future, unless there is some sort of near-disastrous series of calamities to a bunch of different main event level guys.

I don't think he will be #2 again. WWE is pushing younger guys right now and it's working.

Ryback and Daniel Bryan are really not that far off of Orton in their levels of crowd acceptance. They love when both of them come out already. Noticeably more than the rest of the roster. Then there's Ziggler, whom I suspect would also be very over if he were to get an elaborate face turn at some point.

Then there's Cena who nobody will be over as long as he's around. And Punk and Sheamus who's pushes have been long and hard. Can't get over guys who are given everything.

I think the deck's stacked against Orton right now. #2 doesn't seem possible with the way all the pushes are going right now. His only hope would be for Ziggler to cash in or for Orton to win the Royal Rumble and take the title at Wrestlemania.

I don't think he's incapable of getting over any particular guy besides Cena, but I don't see him getting over everyone at once.

I agree. He's where he is due to lack of push. Sheamus and Punk being where they are due to the big pushes. Given equal push to either, Orton would probably be over them. As it is, without much of a push he's still #4 behind only Cena and the two world title holders. Not bad tbh.
