I don't think he will be #2 again. WWE is pushing younger guys right now and it's working.
Ryback and Daniel Bryan are really not that far off of Orton in their levels of crowd acceptance. They love when both of them come out already. Noticeably more than the rest of the roster. Then there's Ziggler, whom I suspect would also be very over if he were to get an elaborate face turn at some point.
Then there's Cena who nobody will be over as long as he's around. And Punk and Sheamus who's pushes have been long and hard. Can't get over guys who are given everything.
I think the deck's stacked against Orton right now. #2 doesn't seem possible with the way all the pushes are going right now. His only hope would be for Ziggler to cash in or for Orton to win the Royal Rumble and take the title at Wrestlemania.
I don't think he's incapable of getting over any particular guy besides Cena, but I don't see him getting over everyone at once.

They were saying he's the 5th most over guy right now, not the 5th best wrestler. I like Ryback more than most and all, but I certainly wouldn't call him the 5th best talent on the roster now. 5th most exciting though? I could see that. Maybe even 4th.

I agree. He's where he is due to lack of push. Sheamus and Punk being where they are due to the big pushes. Given equal push to either, Orton would probably be over them. As it is, without much of a push he's still #4 behind only Cena and the two world title holders. Not bad tbh.
